Do a country need foreigner workers to have a better economy?

In a country where the economy is on the way of recovery and having qualified works is essential for an economy to be more efficient. I think that Brazil would benefit to make it essayer for qualified workers to come and work in businesses to help theme to become more technological evolve and those companies would profit from their expertise that they would bring. It will be interesting to see if the government will want to make it essayer for foreigner to come and work in their country if Brazil unemployment goes up; Even though their economy could have a boost because of that expertise that would be now available.
